For what I can see of the blade it looks a lot like the rear blade of early 90's Van Diemen.....try Primus ??

Years ago I was the engineer on a Indy Lights car. It was a Dallara. The car was originally designed to run on ovals and it had a massive front front sway bar. We were running the car on road courses and I felt that the bar was way too stiff. Bottom line, I setup our car without any sway bars. I did have springs that were way stiffer than what would be normally used on a car like this but the roll rate at the wheels was very close to what I thought would work. With the very stiff springs I could lower the car a bunch and not worry about pounding the ground. And because the car had ground effects down force we had more down force with the lower ride height.
The end result was I had a very fast car with an inexperienced driver. We were almost on pace with another team that was dominating the series. The rules in the series we had to run the stock parts, like the sway bars. But the rules did not say you had to use the stock sway bars. Bottom line, I think they may have modified the stock bars in a way to soften them but that the tech people would not easily find. The team in question did wonder what we had done to get the car to go as fast as they were going. My bet is if the tech people had weighed their bars they would have found them to be lighter that the stock part.
The point that I am trying to make is that you can have a very fast car without any sway bars.
