    To anyone who reads the process closely, I ask:
    Who suggested to reduce the life of restraint systems.

    Thank Hopple, he did it first. I just stole the idea.

    The main point of the process description is that the rules makers don't have time to read all the web forums. So writing it here does not insure you will be heard in Topeka.
