2011 F1 Rear Wing Rules

There is a rear movable wing flap for next rear that can only be trimmed when you are behind another car. How are they keeping track of the cars positions? Is this tracking method being used under pace car conditions presently?

Their dash tells the driver if they are maintaining the proper pace when the pace car is out, although at some point the pack does collapse for the restart.

In an early paragraph, it says:

any system, device or procedure which uses driver movement as a means of altering the aerodynamic characteristics of the car is prohibited from 2011.

And a little further down it says:

drivers will be able to adjust the rear wing from the cockpit.

The first statement is most likely referring to the F-ducts, which were normally activated by the driver's hand. F-ducts are not allowed in 2011.
