John R. emailed me and asked my opinion on this. This is how I replied:
[SIZE=2]I've never given it much thought until this conversation came up. However, I have always interpreted it as allowing ONLY the floor pan between the front bulkhead and the rear roll hoop bulkhead and bulkheads as specified in FCS D.6.d to be "stressed panels." However, literal interpretation of the wording COULD be construed that since a stressed-panel floor pan is required in a certain area, and it is not specifically stated that the floor pan can not extend beyond that area, stressed-panel extensions of the floor pan could be allowed per that wording. The statement "No other stress-bearing panels are permitted" does not necessarily mean to me that an allowed panel could not be larger than required.[/SIZE]
[SIZE=2]Bottom line: IMO, it definitely needs a clarification, but a rule change should not be necessary which ever way (only in the specified area, or allowed to extend beyond that) the rule is interpreted.[/SIZE]
