It is believed to be complete but not guaranteed. There is an 11/16" hole drilled into the top plate by a previous owner for unknown reasons. It does not have dump tubes. Included are two rebuild kits which contain gaskets, floats, jets, etc. Also included is a seven piece set of jet reamers, (not pictured).
