I tried to be cheap for a long time. Eventually bought Adobe Premier Elements and made life easy.

I've used Dashware for a few years now to overlay data onto gauges. Never knew that it would allow me to overlay a video frame on top of a video. Are you sure about that feature?

Last time I used RaceRender it let me toggle from front to rear views but I didn't see how to do PIP.

I've been using RaceRender for a long time, love it... they have standard PIP setups you can select when you start the program, like rearview mirror layout...
Figuring out how to lay up multiple segments took a little more investigation, but not that bad...
I believe you are entering non linear editing software at that point. It's possible that the Windows Movie Maker does that. If you are serious about good video (and audio) for your open wheeler then you probably should pick up a $50-75 NLE like Vegas Platinum.
When I did HPDEs in my Audi I used Harry's Lap timer for telemetry. Mulitiple Go Pros handled the video and a 4 channel audio recorder did audio. Dashware would overlay that data (exported to excel csv) on the main camera view for the whole file. Then I use Vegas to fade in between the gauges version and non gauges version while overlaying flags, rear camera view and driver cam. The audio was mixed in stereo.

I'm using two Contour HD cameras, stitched together in RaceRender. The data is from a Race Technologies DL1.
RaceRender has a pretty clean set of tools to line things up, even some assist, but I do it manually; pretty easy to line up the roll-off on the grid, then fine-tune a bit more with accel left/right until it's good enough. I no longer worry about having it closer than 0.5s, it's good enough for watching.
