Yes it does....it's mounted by the fitting back into the cell......

but it's a return line? What would be the point?
It's both a regulator and a breakaway to allow the engine to not get dragged along in a severe crash. Didn't work all that great as a breakaway, so Aeroquip came up with a better piece a couple years later.
Ok, understood, yeah that would break free, but what is the point of the pressure regulation? Or is it like some sort of check valve that needs a certain pressure to open?

It is commonly referred to as a "brain". One line should go to the fuel injection pump, near the bottom in the middle, the other should go to a tee, one line goes to the fuel injection pump the other to the plenum, to tell the injection pump how much boost the engine is getting to control the amt of fuel needed. It should go into the cell to return fuel that isn't needed due to the amt of boost it sees, there is a diaghram(sp) in it. If you get the lines hooked up wrong it will run super rich, so don't take them off without marking which one goes to where.
Ok, yes, the routing does appear as you described. Except there is an additional T at the plenum, and that line continues to the rear to what I assumed was the boost controller.
So one line into the brain senses (the one from the plenum), to control the flow in the other line (from the pump), which is a return line for excess fuel?
Yes, the tee at the plenum probably goes to waste-gate or over-boost controller, which prevents the turbo from overboosting the engine.
