The Toyotas in the Pro series ('pro' or 'parity') were restricted pretty heavily. The cams, pistons, rods, crank, valves, compression ratio, rev-limit, etc. were all specified in the rules.
'Club' engines have many fewer restrictions. You can use any cam, crank, rods, pistons, compression ratio. You can rev them as high as you can afford. You can even use carbs instead of FI if you want.
As far as converted 008s go, I'll let someone else talk about that.
