Stick - on, if they are going on a older painted wheel use some racers tape over them.
I use stick-on weights, and back them up with a good-size piece of 2" metal tape, the HVAC kind. I make sure the area is clean before sticking the weight down.
Today weights are steel not lead. A box of stick-ons is pretty cheap($18 for over 4 pounds on Amazon).
I set my computer balancer to static mode(old Snap-On found on craigslist cheap), so I only place one weight in the center between the beads. You can dynamically balance and put them inside and outside, but I find that isn't necessary.
Now, to get a tire machine and be 100% independent of others...
I use stick on weights between the beads, and I bubble balance. I've got a tire machine at home and the bubble balancer is portable and doesn't take up any space. Seems to work well. I'll spin balance if I can just to verify sometimes but I have to bring them to a shop that lets me use their machine.

Bang on weights. Fit fine on VW Bug rims.. easy to put on/take off.. not NEARLY as much 'clean up' if I have to chg/move one. Hardly needed on most tires. Use mostly small weights.
BTW.. I have MANY times run vees with NO WEIGHTS at all and NEVER had a problem that way. Also had MANY instances where tire companies at the track 'balanced' the tires and they were undriveable (ages ago)- The sophisticated computer tire balancers don't seem to understand much about vee rims.
I also balance mine ON THE CAR... just using the weight of the tire/wheel assembly on a front rim (still DRUM BRAKES for me ). Relatively easy to do if your drums spin freely... if they don't.. fix that first. Also, the drums themselves are rarely balanced perfectly... but the tire/wheel overrides it anyway.
YMMV, use whichever suits you...

I agree with Stevan about bang on weights. They are way easier to use and require no cleanup when re-balancing. I have been using them on vee wheels for 38 years. Now I have a CF with alloy wheels and have to use the stick ons - what a pain in the ars
Stick on. Instead of duct tape over them, I use that chrome exhaust tape as it seems to be more compliant and stick better overall.
