Front wing (Bat) flaps

Anyone know where I can find/buy front wing flaps that look like these?

They seem rather unique. Probably custom made.

Is the point at the center of the tire? Is the idea to push the air around the tire?

F/C front wing rules are 50" max. This means "the point" is nowhere near the centre of the tire. Have them on both of my 2001 Mygales. Think they are Radeon (sp)
