You may think you are covered by Paypal's touted Purchase Protection Plan. If you send funds using the Friends and Family option, you are NOT covered. Only those payments made in a business setting are covered at all. Yes, if you read the boilerplate agreement you may find it listed somewhere.

In the interest of being fair, although Paypal will not apply the Purchase Protection if you use Friends and Family, if they can verify (by their methods) that the individual you sent money to was a scammer, and you did not get the item purchased and can not contact the scammer, they very well may refund your money. They did refund mine.

"my friend has what you need" is become a fairly common scam. when they send picture proof, run it through google lens image search and you'll find the truth usually..
