Its been years, but I had good luck with Mothers Mag & Aluminum polish, elbow grease, and some decent quality rattlecan satin black. Probably Krylon.
It should be obvious to give them a good clean first and tape off the parts you don't want to get paint on.
Cheap, lightweight, no dismounting required.
Rustoleum makes a "hammered" finish combination primer/spray paint. Masking off, etching with muratic acid, priming and painting with the hammered finish produced great results. Easy to repaint and hide the chipped spots too.

If you were speaking of tear down, clean, inspect, replace bolts, reseal, repaint, there is an extensive thread in the archives. If I can find it I will post a link. I think it was started by EJ Generotti.
