Default Quick-release steering wheel hub- loose balls

See photos and don't laugh. The hub has balls that come out when I pull the release back to install the hub on the shaft, Wondering if there is any way to prevent it or am I missing something. Or do I need a new hub and if so some recommendations- SPA are rather pricey!

Those style q/r hubs don’t need to be pulled all the way back to release the locking pressure on the balls. What we usually do with them is figure out just how far the locking collar needs to move (and not another hair more). Then machine spacers that go under the nuts (in lieu of washers) so the nuts on the three #10 bolts that hold the hub onto the wheel actually act as stops to keep the collar from over traveling and unshrouding the retaining balls, and therefore, falling out.

    Hope this makes sense.
