If he has actually convinced an influential Mexican to fall for his fraud, this could be the scam that gets him some cement shoes.
...I see the movie going something like this, a bunch of "International" drivers looking at a vacant parking lot in Texas, while the Mexican "partner" has just given the order to his men to "find Mr. Lewis and bring to me". "I want to be the one who cuts his (insert part of body you would like to see) off"...
I'm not sure if I want Antonio Banderas, or Danny Trejo to play the partner...
Part 1 of your movie has already happened with a different scam. A friend of mine contracted with Lewis to run an F4 car. Lewis never showed - what a shocker. To be in breach of contract, my friend had to stand in the paddock space, ready to go (suit and helmet on) when the race began. It was a very saddening sight to see a quick young man standing in a driver's suit in an empty paddock spot. I don't know the outcome, but I doubt he received any money back from Lewis.
I'd have to imagine any time there are containers of race cars crossing the boarder frequently, that's going to pop a red flag to the feds. Wasn't there a South American Trans Am-like series about 12 years ago that did that? I recall GT1 cars going for stupid money down there. A friend of mine sold one, and they paid him to come down and drive it. He'll be the first to say he has no business being paid to drive a race car, but he wasn't even close to the slowest guy. They just wanted butts in the seats. Turns out the shipping containers were full of cocaine and the cars were just the mules.
There was a time I ran Indy lights for a mexican driver - was never really sure who owned the car until I threatened to sell it at the end of the season to pay the bill. Unfortunately the owner (who I never met) was shot in Mexico City while all this was going on but I gave up trying to sell the car at that point!!!. Mexico is a dangerous place to do business in racing - ask Steve Jennings or Rick Shea
However the Abed family is really well respected in Mexico and have been involved in the F1 races and F3 series for decades.

As bad as he is you have to give him high marks for persistence. However international clients may not be as genteel as the ones he has fleeced up to date.
Maybe on the way home from the mountains I need to drive by "Berkshire Way".
