Default Name of procedure or tool??

So I am trying to describe the many different size holes I have seen in structures, bulk heads and brackets of race cars. I would describe them as "lightening" holes. Nice clean cut with the outer diameter slightly curved in. All over the Terry Hoops of Lotus and Lolas………...How do they do that?? Is there a tool kit?? Awake last night thinking about it !!!

I get good results using a hole saw and then one of these flange dies from Mittler Bros.

But the Eastwood ones look good if you can fit your piece into a press.

The one I linked does not require a press.
