There are typically two types of arrive and drives
1) Businesses who have a fleet of cars and treat the rentals as a business
2) Individuals who have cars available to rent - but do so to supplement their racing budget.
You may find that cars can become available tor you to rent if your provide more information such as:
1) Your racing experience to date - are you a novice or and experience racer wanted to experience formula cars.
2) What tracks you are willing to travel to.
3) What are your objectives for the rental -such as gaining racing experience, trying a specific class with the intent of buying, finding some one to coach you.
I would suggest that the information you provided in your post does not allow forum members to provide very sound advice.

Perhaps a driver's school like Skip Barber or the SRF cars at BIR may be a good place to start ? Remember. ... If you bend or break it, you pay for it !
Gary Curtis at BIR is a great guy & has a great track day program . Probably the least expensive way to get on track.
