What is the SCCA definition of "open wheel"? Are their specs concerning what constitutes an "open wheel" car?
There probably are specifications; and one day I will understand how to use my GCR. But not one day soon.

I doubt that there is any organization that gives an official definition for that - it's one of those "it's just understood" things that we all have to deal with.
Why are you inquiring? Thinking of something sneaky?
A full width "sportscar nose"??
Maybe the requirement for the tires to be seen when viewed directly from above?

In the days of sports car noses on formula cars, '70s mostly, there was a maximum height of the body work forward of the front axle center line. It was roughly equal to the top of the front wheel (not the tire). You also had a maximum width for the body work forward of the front axle.
See if you can find a mid-70s vintage GCR and have a read. The FC/FB illustration for body dimensions dates from that time and you may find it interesting to see what some of the lines on the drawing refer to. There are crush structures defined in the drawing.
