Go to ANY race weekend where Formula cars race at the 'amateur level' and you'll see 6 to 10 car/driver combo's that violate the 'rule'.
NOT well enforced at all. Or you'll see drivers scrunching down during the 'check'.
Once again formula car designs have not kept up with the growing size of the typical population of amateur racers.

This is the reason I went to FE. I actually take this rule very seriously. It was the only car I tried besides my F500 that I could fit legally in. I wanted more than legally. I wanted plenty of room over my head.
