primarily drag reduction at high speed; bleeds "excess" air from in front of flaps, outwards through the endplate
They remove the boundary layer from the inner surface of the wing end plate by bleeding it to the lower pressure created by the higher-velocity air going past the outer surface of the wing end plate. This makes the wing more effective closer to the wing end plate, generating more downforce. It's from an old wind tunnel trick used by NASA.
