Default Is NASCAR a Spec Series?

Forgive the idiot question but it's been a long time since I watched (or cared about) NASCAR. But something I read the other day about the "Car of Tomorrow" made it sound like it's now a spec series. The article was saying that the Car of Tomorrow would be phased in by all the teams over the course of the year. And that the CoT was wider, safer, etc. Egads, have we left "stock car" racing so far behind?

Another article (I was bored) said something about the All-Star Race having four breaks in it. Are they serious? Like four quarters in football? You race a little bit, take a 10-minute break, then go back out and continue racing?

Please tell me I misunderstood both articles.

Since you don't watch it (or care about it) no worries right? Champ car also has a new car that all must use, the IRL has 2 approved cars (no one uses the Panoz) so they are spec also?

F1 cars still are different from each other.
