I think you'll find that there was NO EURO stuff in the time frame of the Vee lines - .. which only lasted for about 3 years IIRC. It didn't catch on over there until AFTER it became pretty popular...

Since it does not mention REMOVING that limitation, I'd assume that it was a PROPOSED rule .. that was never implemented.
