I don't think anyone in council will protest, but next time the block is torn down, I will clean it off. From the sounds of it, it holds heat in anyways ;)

Bruce is spot on, no paint. At the same time, you are correct as well. The guys in MC may point out that the paint must go, but they will not turn down an entry.
As for any engine corrosion issues, don't worry. Once you start running the engine at speed for 30 minutes at a shot, the engine will provide itself with corrosion protection :D
the paint rule was to make sure no one hid anything under the paint or applied something expensive to reduce heat. Many years ago there was a motorcycle engine paint that was supposed to reduce heat. If any engine is going to be stored, especially in a moist winter, spray the entire case with WD-40.
